What is Maintenance Responsibility?
Maintenance responsibility is the allocation, defined in the governing documents, of which repairs the association pays for and which the owner pays for.
Most associations publish a maintenance responsibility chart mapping components — roof, siding, windows, garage doors, plumbing, irrigation, fences — to the responsible party for maintenance, repair, and replacement. Those three columns can differ: an owner may maintain a fence the association replaces.
This is the highest-volume question category in most communities after rules, and the one where wrong answers cost real money. An owner who is told the association covers a water line, and later learns otherwise, ends up in a dispute that could have been avoided by citing the chart.
When a chart and the declaration conflict, the declaration controls — the chart is a summary, not the legal authority.
