What is Enforcement?

Enforcement is the association's process for obtaining compliance with the governing documents, ranging from notices and fines to suspension of privileges and legal action.

Effective enforcement is boring and predictable: a written policy, uniform application, documented observations, clear notices, real deadlines, and escalation only when earlier steps fail.

The board's discretion is narrower than most volunteers assume. Enforcement decisions must rest on the documents, not on personalities, and inconsistent application weakens the covenant for everyone.

Escalation tools vary by state and document: fines, suspension of amenity or voting privileges, self-help remedies such as removing an unauthorized item, mediation or arbitration, and ultimately injunctive relief in court.
